Naftogaz published a draft methodology for the calculation of tariffs for natural gas transmission services for entry and exit points based on long-term incentive-based regulation.

This draft methodology is available on Naftogaz’s website. It was developed by Ukrtransgaz in cooperation with The Brattle Group, an independent international company specialized in advising on national energy regulations. Experts from the two companies suggested amendments to the current methodology used for natural gas transmission services.

The amendments were submitted to the National Commission for State Regulation on Energy and Utilities of Ukraine (NCSREU) on 13 July and are to be discussed at the American Chamber of Commerce in Ukraine on Thursday 16 August with representatives of ACC member companies together with The Brattle Group, the NCSREU and other industry experts.

Key provisions of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonized transmission tariff structures for gas shall enter into force on 31 May 2019. The Regulation is mandatory for EU member states, and the Energy Community Secretariat plans to make its implementation mandatory for all Contracting Parties of the Energy Community.
