Naftogaz urges Gazprom to strictly adhere to supply orders for prepaid gas by Ukraine as set out in the Binding Protocol signed by Russian Energy Minister Alexander Novak, European Commission Vice President Guenter Oettinger and Ukrainian Energy Minister Yuriy Prodan on October 30, 2014 in Brussels.
Naftogaz has painstakingly complied with the Winter Package supply conditions. Naftogaz’ head of public relations Aliona Osmolovska commented: "Naftogaz expects to receive the prepaid gas in nominated volumes, no more, no less, through the correct gas collection points. The unpredictability of flows from Gazprom complicates our work with this supplier".
Naftogaz again draws attention to the fact that since February 22 the company has not been receiving full and proper supplies from Gazprom. According to paragraph 3.3, supplement 33 (30 October 2014; signed in Brussels) to the 19 January 2009 contract for the supply of natural gas, Naftogaz can order up to 114 million cubic meters of prepaid gas a day and Gazprom is obliged to carry out such a request in full. The agreement states that Naftogaz is free to determine the schedule and amount of any prepayment.
Naftogaz also emphasizes that the transit of Russian gas to European consumers via the territory of Ukraine does not depend on the state of gas supplies from Gazprom to Ukrainian consumers. Despite the fact that Gazprom has for five days undersupplied gas to Naftogaz, delivery of transit volumes for the EU is being carried out by the Ukrainian side in full.
