A natural gas metrology center has been inaugurated in Boyarka today. Participants in the inauguration ceremony included European Commissioner for Energy Andris Piebalgs, Energy Charter Secretary-General Andre Mernier, a representative of the Energy Safety Department at the EU Directorate General for External Relations Faouzi Bensarsa, Vice Prime Minister of Ukraine Andriy Klyuyev and Naftogaz of Ukraine NJSC Chairman of the Board Volodymyr Sheludchenko.
The main purpose of the Natural Gas Metrology Center is to ensure high accuracy and trustworthiness of natural gas metering at all levels of gas distribution and consumption – from the gas main to the end consumer. The Natural Gas Metrology Center will be verifying and testing gas meters with the working gas.
Naftogaz of Ukraine NJSC has invested more than EURO 60 million in the construction of the Natural Gas Metrology Center. In addition, the project received a EURO 9 million grant from the European Commission to finance purchases of unique metrology equipment from the world’s leading manufacturers, the lack of which would make this project impossible.
The developers of this project took into account experience of the best metrology centers operating under gas companies in France (Gaz de France), Germany (Ruhrgas), Canada (Trans Canada Calibration) and the Netherlands under the Netherlands Metrology Institute (NMI).
The inaugurated Natural Gas Metrology Center is expected to help Ukraine make a stride in developing modern gas metering systems. It will contribute to the implementation of the Concept to Develop a Unified Natural Gas Metering System in the country and become a center of ISO standards promotion in Ukraine, the CIS and Eastern Europe.
The metrology center in Boyarka is the one and only in Europe to verify and test the meters installed for 400-1020 mm diameter pipelines. Naftogaz of Ukraine specialists estimate the annual volume of metrology services to be provided to European and CIS companies at approximately EURO 20 million.
The Natural Gas Metrology Center project will help reduce transportation losses of natural gas in Ukraine’s gas transport networks as well as cut financial losses of Naftogaz of Ukraine NJSC. The Center will also ensure transparency and stability in the transit of natural gas from the Russian Federation to Europe, the Balkan region and Turkey.
For the record: the Natural Gas Metrology Center is the second phase of the project to develop the Oil, Petroleum Products, Natural and Liquefied Gas Metrology Center.
The first phase was completed in 2003 by installing a calibration board with the air as working environment. The manufacturer of this equipment was Belgian Instromet.
Naftogaz of Ukraine NJSC is considering the construction of the third phase of the Center, which will include a complex facility to measure losses and quality of oil, petroleum products and liquefied gas. The facility will include mobile laboratories to test the quality of petroleum products.
