A trilateral meeting will be held in Brussels today between the European Union, Ukraine and the Russian Federation. The parties will discuss the implementation of the Binding Protocol signed by Russian Energy Minister Alexander Novak, European Commission Vice-President Guenter Oettinger and Ukrainian Energy Minister Yuriy Prodan on October 30, 2014 in Brussels. In particular, the parties will examine the breach of the Winter Package by Gazprom and the framework for further cooperation between the parties.
The European Commission delegation will be headed by Vice-President on Energy Union Maroš Šefčovič. The Ukrainian side will be represented by Minister of Energy Volodymyr Demchyshyn and Naftogaz CEO Andriy Kobolyev. The Russian Federation is expected to be represented by Minister Novak and Gazprom chief Alexey Miller.
Naftogaz CEO Andriy Kobolyev commented: “The Winter Package for Russian gas supplies to Ukraine, which was signed by representatives of Ukraine, Russia and the EU last October, is a compromise for both sides. We have fulfilled our side of the deal entirely."
Kobolyev added: "In February, the agreement was violated by the Russian side. Gas for which we had paid in advance was under-supplied last month. The deal is continuing to be violated this month. This violation needs to be counterbalanced by an increase in gas deliveries to Ukraine from the EU. The technical capacity to significantly increase supplies exists today through the interconnector between Ukraine and Slovakia."
Meetings between the European Commission and Ukraine and the European Commission and Russia are planned for before the trilateral meeting.
