Ukraine and Turkmenistan discussed the situation related to bilateral cooperation in gas sector

On February 17, in Ashkhabad, Turkmen President Saparmurat Niyazov received the Minister of Fuel and Energy of Ukraine Ivan Plachkov and Chairman of the Board of NJSC Naftogaz of Ukraine Oleksiy Ivchenko. Ukrainian representatives passed to the President of Turkmenistan written greetings from the President of Ukraine Viktor Yushchenko, who congratulated the President of Turkmenistan Saparmurat Niyazov on his birthday and the State Flag Day.

The Minister of Fuel and Energy of Ukraine Ivan Plachkov and Chairman of the Board of NJSC Naftogaz of Ukraine Oleksiy Ivchenko also carried on negotiations with the Minister of Oil-and-Gas Industry and Mineral Resources of Turkmenistan Gurbanmurat Atayev.

At meetings they have discussed actual issues related to Ukrainian – Turkmen cooperation in gas sector, including the issues of gas supply to Ukraine and payments for it.

In terms of general balance of Turkmen natural gas supply and payments for it, Naftogaz of Ukraine has fulfilled its commitments in full.

As of February 17, 2006:
- debt for gas to Turkmenistan, which due date has already passed, is equal to USD77.35 million, including:
- monetary funds – USD46.85 million (USD30.07 million – due on February 19, 2006; USD16.78 million – due on January 31, 2006); and
- goods – USD30.5 million (shipment due on January 01, 2006).

At the same time, in January, before 07.01.2006 Naftogaz of Ukraine made an advance payment for supply of natural gas from Turkmenistan in the sum of USD88.34 million, but Turkmen partners did not supply the natural gas to Ukraine.

Therefore, as of 17.02.2006 total balance of payments for Turkmen gas under commitments, which are already due, constitutes USD10.99 million to the advantage of NJSC Naftogaz of Ukraine.

Besides, Naftogaz of Ukraine should fulfill the commitments of goods supply to Turkmenistan in the amount of USD106.2 million, which due date has not passed yet that is provided by bilateral treaties, including: USD79.83 million – goods supply, regarding which Turkmen partners had not yet distributed quotas among ministries and agencies of Turkmenistan and which Naftogaz of Ukraine had no opportunity to repay; USD21.65 million – due on 01.04.2006; and USD4.72 million – due on 01.08.2006.
