Gas TSO of Ukraine LLC (GTSOU) has received a preliminary approval regarding certification of the company as a gas transmission system operator (TSO) from the National Commission for State Regulation of Energy and Public Utilities. A copy of the decision will be sent, along with other case information, to the EU Energy Community Secretariat.
After receiving a confirmation from the Energy Community Secretariat, the Regulator will be able to make the final decision that will allow GTSOU to start work as an independent TSO from 01.01.2020.
“All parties involved in the unbundling process in Ukraine hav demonstrated that we are able to cooperate and carry out the most ambitious projects within tight time limits. There is still much work to be done, but we are committed to complete the unbundling process properly and in time,” commented Naftogaz CEO Andriy Kobolyev.
GTSOU expects to receive the final certification as gas transmission system operator by the end of the current year. Starting from 1 January 2020, the company will be fully separated from Naftogaz group through a disposal to MGU LLC, which belongs to the Ministry of Finance of Ukraine. The Parliament of Ukraine has provided for the necessary autonomy of the Ministry of Finance in decisions related to the TSO.
This action plan is foreseen by the Unbundling Decree No. 840 of Ukraine’s government.
