Joint Stock Company “National Joint Stock Company “Naftogaz of Ukraine”, hereinafter referred to as “the Client”, intends using the proceeds of a loan and grant from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of gas.
The Client intends prequalifying new firms and consortia to tender for contracts for the supply of gas which will be awarded in the period from 15th September 2025 to 31th December 2026 (but not before EBRD no-objection and which have entered into an EFET General Agreement acceptable to the EBRD).
Prequalification and tendering for contracts to be financed with the proceeds of a loan and grant funds from the Bank is open to firms and joint ventures of firms from any country.
Prequalification documents will be dispatched electronically, on a free of charge basis, and will be provided in a MS Word format.
The prequalification documents must be duly completed and submitted electronically to the email address below on or before September 12, 2025.
Eligible Suppliers which have been prequalified and no-objected by the EBRD are listed below retain their prequalification status and do not need to re-apply:

GENERAL PROCUREMENT NOTICE
Joint Stock Company “National Joint Stock Company “Naftogaz of Ukraine” intends to use the proceeds of loan and grant from the European Bank for Reconstruction and Development (the Bank) towards the cost of the above-named project to bridge the gap between the purchase and sale of natural gas.
The project, which has an estimated cost of up to EUR 408 million, will involve procurement of natural gas for deliveries via Ukraine’s interconnections with the European Union.
Contracts to be financed from the proceeds of the loan and the grant will be subject to the Bank’s Procurement Policies and Rules, and will be based on the standard procurement procedures and practices applied to the procurement of gas in the European Union. The procurement process will be open to firms from any country, unless otherwise specified in the procurement documents. The proceeds of the Bank's loan and grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
The estimated start date of procurement depends on the effectiveness date of the loan agreement and grant agreement and is expected in May 2025.

Over the 2022/23 heating season, Naftogaz purchased 523.3 mcm of natural gas with the funds of the EBRD Loan and Grant
The total value of 55 signed contracts is €413 244 thousand, of which €224 562 thousand come from the renewable credit facility and €188,682 thousand belong to the EBRD Grant funds in line with the support of the Government of Norway. All eight suppliers were selected as part of the EBRD's pre-qualification process.
Over the period from October 2022 to February 2023, NJSC “Naftogaz of Ukraine” had purchased natural gas for import purpose of the total volume of 201.7 mcm using the funds of the EBRD renewable credit facility. In total, €224,562 thousand had been utilized for the procurement natural gas with the deliveries in November 2022, January and February 2023. The weighted average accepted price under the contracts in question constituted €1,113.34 per tcm.
Over the period from February to March 2023, NJSC “Naftogaz of Ukraine” had purchased natural gas for import purpose of the total volume of 321.6 mcm using of EBRD Grant funds in line with the support of the Government of Norway Government. In total, €188,682 thousand had been utilized for the procurement of natural gas with the deliveries in February, March and April 2023. The weighted average price under contracts in question constituted €586.71 per tcm.
The total volume of the natural gas procured by NJSC “Naftogaz of Ukraine” using funds retrieved in accordance with the EBRD procurement project over the 2022/23 heating season amounts to 523.3 mcm with the total contract value of €413,244 thousand.

ЄБРР доповнив перелік постачальників газу, які пройшли попередню кваліфікацію в рамках угоди з Нафтогазом
Європейський банк реконструкції та розвитку (ЄБРР) доповнив перелік постачальників газу, які пройшли попередню кваліфікацію і отримали право брати участь в тендерах на закупівлю газу НАК «Нафтогаз України» на кошти, залучені від ЄБРР в рамках розміщення єврооблігацій Нафтогазу у 2019 році.
Додатково кваліфікована компанія Slovensky plynarensky priemysel, a.s (Словаччина).
Як вже повідомлялося, процедура попереднього відбору залишатиметься відкритою для нових учасників протягом терміну дії позики.
Раніше попередню кваліфікацію на постачання газу за кошти кредиту ЄБРР у 2021-2022 році підтвердили 19 компаній.

INVITATION FOR PREQUALIFICATION
This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices on 28 January 2021.
National Joint Stock Company “Naftogaz of Ukraine”, hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of gas.
The Client intends prequalifying firms and consortia to tender for contracts for the supply of gas which will be awarded in the period from 15 February 2021 to 31 December 2022.
Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.
Prequalification documents will be dispatched electronically, on a free of charge basis, and will be provided in a MS Word format.
The prequalification documents must be duly completed and submitted electronically to the email address below prior to: 11 February 2021.
In the interests of maximising the number of qualified tenderers under this facility, notwithstanding the initial deadline for submission of prequalification applications stated above, this prequalification exercise will remain open to new applicants throughout the duration of the facility. Interested firms and consortia may therefore submit a prequalification application after the initial deadline for submission of prequalification applications. Prequalification applications received after the initial deadline for submission of prequalification applications will be processed in accordance with the procedure described in Clause 15 of the Prequalification Document.
All previously prequalified firms shall verify that the information previously provided is still valid and correct to inform the Client in case of any subsequent changes in the firms compliance with requirements of Prequalification Document, in particularly with changes in ability to deliver natural gas and creditworthiness.

GENERAL PROCUREMENT NOTICE
This GPN updates the original GPN published on 06.09.2019
Joint Stock Company “National Joint Stock Company “Naftogaz of Ukraine” intends using the proceeds of loan from the European Bank for Reconstruction and Development (the Bank) for a project to bridge the gap between the purchase and sale of natural gas.
The project, which has a remaining estimated cost of up to EUR 80.4 million, will involve the procurement of natural gas for deliveries via Ukraine’s interconnections with the European Union.
Contracts to be financed with the proceeds of the loan from the Bank will be subject to the Bank’s Procurement Policies and Rules, will be based on the standard procurement procedures and practices applied to the procurement of gas in the European Union and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
