JSC Ukrgasvydobuvannya paid approximately UAH 2 bn in fuel excise duty in 2021

In 2021, JSC Ukrgasvydobuvannya paid UAH 1.969 bn in fuel excise duty to local budgets, representing 14% from the total amount of tax paid on excisable fuels produced in Ukraine.

In 2020, the amount of excise tax paid on excisable types of fuel produced by manufacturing enterprises of JSC Ukrgasvydobuvannya was equal to UAH 1.956 bn.

The excise tax was paid on fuel produced in 2021 at the facilities of the Shebelynka Oil Refinery in Kharkiv region, as well as at the facilities of Yablunivka, Yuliivka, Tymofiivka Gas Processing Departments and Bazylivshshyna technological workshop.

“Excise payment is not only replenishment of the state budget. It is also evidence of legal origin and thus of production quality. It is not well-known for everyone that non-market competition from illegal industries — so-called “minor” oil refineries — is acutely felt on the Ukrainian fuel market. They do not pay taxes and produce oil products as solvents, absorbents, synthetic fuels and various non-excisable goods, which then nevertheless end up in cars under the guise of supposed gasoline or diesel fuel. And not only the state budget, but also the consumer suffers from this,” stated Chief Commercial Officer of JSC Ukrgasvydobuvannya Sergiy Fedorenko.

It is worth reminding that the Shebelynka Oil Refinery (Šhebel), which is a part of the oil business of Naftogaz Group, in January-December 2021 increased the production of Šhebel 95 gasoline by 47.7% — up to 47 kt, and increased Šhebel diesel fuel production by 1.4% to 76 kt. The output of Šhebel 92 gasoline decreased by 11.8% to 83 kt, while Šhebel LPG remained at the level of 2020 (144 kt).

The Shebelynka Oil Refinery (Šhebel) is one of two currently operating oil refineries in Ukraine. Its capacity is circa 500 kt of raw materials processing per year. The plant dates back to 1960. During the 2015-2018 period, the largest modernization over the last 20 years was implemented, thanks to which it was possible to switch to production of Euro 5 standard products exclusively. Since 2018, fuel produced by the Shebelynka Oil Refinery has been sold on the market under the Šhebel brand. The product range includes: Šhebel 92, Šhebel 95 gasolines, Šhebel diesel fuel and Šhebel Euro LPG. Šhebel fuel can be purchased in Kyiv, Zhytomyr, Chernihiv, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Poltava, and Sumy regions and in the government-controlled parts of Donetsk and Luhansk regions.
