Oleg Tolmachev has more than 20 years of experience in hydrocarbon production in North America. Before his appointment in January 2023, he was responsible for managing and developing the business of hydrocarbons production at Naftogaz Group.
Oleg Tolmachev headed high-tech projects of the development of large North American fields of gas and gas condensate deposits from both traditional reservoirs (East Texas Deep Bossier) and tight formations (Utica, Haynesville, Barnett, Marcellus, GranWash). His responsibilities included increasing economic efficiency of projects, building and managing multifunctional teams (geology, development, drilling, production, HC preparation and processing).
Graduated from the Oklahoma State University of the United States with major in Petroleum Engineering. After the graduation, he worked at gas production companies in the United States such as BP America, Chesapeake Energy, EnCana Oil & Gas USA, Eclipse Resources, and Montage Resources, where he held positions such as Production and Completion Engineer, Vice-President and Senior Vice-President, Executive Vice-President and Operational Director.
Roman Malyutin has more than 20 years of experience in gas transportation and storage industry. He took offices from the operator and engineer at the Kegychiv underground gas storage to the deputy chief engineer of the eastern region of the Gas Transmission System Operator of Ukraine.
During the past year and a half, he was leading the technical department of JSC «Ukrtransgaz».
He graduated from Ivano-Frankivsk National Technical University of Oil and Gas majoring in «Development and exploitation of oil and gas deposits» (qualification - mining engineer).
Vitalii has more than 20 years of managerial experience in the financial and investment sectors, water supply and sewerage, and the petroleum industry.
Since September 2021, Vitalii Mykhailo has been in charge of LLC “Naftogaz Teplo”, which handles the production of electric energy and heat energy along with transportation and supply to private, commercial, and other consumers in Lviv oblast.
For more than five years, he has been a member of the Directorate and Deputy Director General of JSC Ukrtransnafta. In this role, he has managed HR development, led the transformation of procurement processes, and headed the investment committee of the company.
Prior to joining the oil and gas industry, he was CEO of one of the largest private water suppliers, Ukrvodokanal, which provided water to more than a million consumers.
Previously, he coordinated the search for sustainable and innovative projects along with their acquisition and management and further sale to strategic investors at companies in the financial, pharmaceutical and media sectors.
He received a degree from the Ivano-Frankivsk National Technical University of Oil and Gas in oil and gas engineering and technology. He also received higher education in finance, management, and business at the European University in Kyiv.
Has over 20 years of work experience in finance and management. Mr. Belyaev graduated from Kyiv National University of Economics with a degree in banking and finance.
He started his career in the Kirovohrad branch of Prominvestbank. Since 1999, he has held the position of the head of Prominvestbank’s branch in Odessa. In 2009 he became the director of the corporate clients department at Kyiv Bank. From 2010 to 2015 Mr. Belyaev held the position of Chief Financial Officer (CFO) at DTEK Krymenergo.
From 2012 to 2014 he studied at the Kyiv-Mohyla Business School, where received an MBA degree.
In April 2015, Mr. Belyaev took up a position of CFO at Ukrainian Retail, and in 2017 became the company’s director.
Since January 2021 he has been working for GSC “Naftogaz of Ukraine” LLC, first as CFO, and from 30 July 2021 he assumed a position of acting director at LLC “GSC “Naftogaz of Ukraine”.
On 14 April 2022, Sergiy Belyaev was appointed as director of LLC “Gas supply company “Naftogaz of Ukraine”, and assumed a position of acting general director of LLC “GSC “Naftogaz Trading”. He will continue to double duty until the appointment of a new head of “Naftogaz Trading”.
Volodymyr Tsependa has more than 10 years of experience in the field of procurement and support of production processes.
On May 23, 2022, he was appointed by the Cabinet of Ministers of Ukraine to the position of General Director of Ukrtransnafta JSC.
Following the outbreak of war with Russia, the Government set him the task of helping to resolve the fuel crisis in Ukraine.
He has been working for Naftogaz Group for more than nine years, having earlier served as Deputy Head of the Construction and Assembly Department to the Head of the Production Support Department of Ukrtransgaz JSC.
Volodymyr Tsependa was born on October 17, 1981 in Chortkiv, Ternopil region. He graduated from Vasyl Stefanyk Precarpathian National University as well as Ivano-Frankivsk National Technical University of Oil and Gas. He has a PhD.
He has over 20 years of experience in senior management positions at companies selling petroleum products. He has professional competencies in the development and management of filling station networks.
Over the past ten years, he has worked in the oil and gas sector and has implemented several projects to develop Ukraine's foreign economic activity. He is in charge of establishing relations between Naftogaz Oil Trading LLC and European and global oil product traders.
He graduated from Ivano-Frankivsk National Technical University of Oil and Gas with a degree in Oil and Gas Engineering and Technology. He also studied at the National University of Odesa Law Academy and received a bachelor's degree in State Building and Administration.
Chief Executive Officer of LLC “Gas Distribution Networks of Ukraine”
Oleksii has over 10 years experience at Naftogaz Group. He took part in the formation of a modern gas market in Ukraine and was a team member at AC “Ukrgazmerezhi”, LLC “GSC “Naftogas of Ukraine”, and AC “Gas of Ukraine”.
Oleksii has held managerial positions in the Ministry of Internal Affairs of Ukraine, the State Fiscal Service of Ukraine, and JSC Ukrzaliznytsia.
He is a member of the Kyiv City Bar Association.
He graduated from Kharkiv National University of Internal Affairs and is a member of the Kyiv City Bar Association.
In February 2023, he was appointed Chief Executive Officer of LLC “Gas Distribution Networks of Ukraine” (GAZMEREZHI).
