Naftogaz joins Human Capital Resilience Charter

Naftogaz has signed the Human Capital Resilience Charter (HCR). The signing took place during the 2025 Ukraine Recovery Conference in Rome.

The HCR is an initiative of Ukraine’s Ministry of Economy supported by the European Bank for Reconstruction and Development (EBRD). It aims to bring together key government officials, financial institutions, and leading businesses to set a new benchmark for responsible and inclusive human capital practices in Ukraine.

The Human Capital Resilience Charter is a key step toward rebuilding a strong and inclusive labor market in Ukraine. By focusing on human capital, we aim to create a sustainable economic future that benefits all Ukrainians,” commented Yuliia Svyrydenko, Ukrainian Deputy Prime Minister and Minister of Economy.

The document contains nine basic principles including responsible leadership, flexibility, support for veterans, continuous training, and partnership with the state. The Charter is aligned with international standards and is part of Ukraine's national security strategy.

The EBRD is committed to supporting Ukraine's recovery through initiatives such as the HCR Charter, which emphasizes the importance of workforce resilience and inclusive growth,” said EBRD President Odile Renaud-Basso.

The Charter focuses on five main areas: employment of veterans, reintegration of displaced persons, flexible personnel management, promoting diversity, and ensuring the long-term sustainability of the workforce.
